This is a flagrant disregard for the ports framework and it *really* needs to be fixed. We actually saw rubygems timeout on synth watchdog under extreme contention because it was building when it shouldn't. speaking of "timeouts" technically, if I provide a solution to this then a PR timeout will be in effect. Is there a primary person responsible for rubygems?
