memguard hack

Ok, let's try a different approach.  Instead, when allocating buckets, avoid
memguarded bucket zones when selecting for a zone used by the VM subsystem.=

Please give the attached patch a try.  I was able to use it to guard a few
different bucket zones while running postgres benchmarks in the background =
to
generate load.
