It's rather pointless to do login accounting in /etc/monthly when
newsyslog is rotating wtmp files on a weekly basis.

Use the default installation
>Fix:
do it in /etc/weekly on the second latest wtmp file, or find a
reliable way of synchronising newsyslog with the weekly|monthly
crontab entries. (note: there is no support in newsyslog for
strictly monthly rotations).
