Hmm. Try right-clicking on the filename, and then choose the "Save as
local file" option, which should download it.
Alternatively, try downloading the appropriate .tgz file from
ftp.FreeBSD.org:/pub/FreeBSD/doc/, and then running it through pkg_add.
