A definite requirement for any of the 56K modems is that the lines come in
either over channelized T1/E1 or PRI.  It's part of how they make the
Magick work.  There is no workaround.  We're in the middle of moving to
new modem banks, and even people without X2/Kflex modems are much happier
dialing in to the new system, as it gives more consistent connections at
higher speeds...
