Log:
Refactor AMD Elan 520 CPU support.
Make it possible to configure GPIO pins as led(4) devices, PPS inputs
and PPS-echo outputs with a sysctl. Led(4) and PPS-echo can be configured
for active-high or active-low.
Be more complete in initialization of timecounter hardware.
