I was getting ready to ask this same question, because i was getting the same error, ie, /dev/bpf0 not configured (i'm on 2.1.7). I checked the man pages on tcp-dump and all it mentioned was that /dev/bpf0 had to be readable by the owner as i recall. I've got a ppp connection, as opposed to an ethernet connection.
