you didn't add the package UCL in release/packages/ucl, which is
required for every package.  for most packages, all that's needed
is a comment and description; you can copy the syntax from one of
the other examples there.  the file should be named 'pkgconf-all.ucl'.

if you don't have time to fix this by tomorrow, i will fix it
myself when i land D56087.
