As someone else pointed out, tcp_wrappers allows you to do this
quite nicely.  However, for the specific case of httpd your best
bet is to install the apache server.  You can then specify the
bindings right in the config file.  It is so easy to configure that
one of my non-techie clients was able to figure it out on his own
because he couldn't wait the 5 or 6 hours that it would have taken
me to finish up my current task and be able to configure it for
him.
