Here's a thought; what FTP server are you using?
I had this problem back when I installed 2.2.2; I used the newer boot.flp
with XFree86 3.3.1, so I installed the dists from ftp.freebsd.org, but I
had to drag X down from releng_22, or something to that effect.  Try
different mirrors (ftp, ftp2, releng_22 are good choices to try.
