Tried on Italian docs. Since we haven't particular ordering problems=20
(alphabet for country names is the same as English) I added fake names=20
with accents (=E0=E8=EC=F2=F9) (I'm not aware of any country name that us=
es=20
accents, but they are allowed in Italian). The ordered list was still=20
correct.
