I've been on Linux for a while and not to up on FreeBSD.... but,

couldn't you just redefine a runlevel to do everything init 0 does then
instead of powering down, provide a script to perform 'init 3'

So to 'restart' without actually rebooting just 'init 2' (or whatever
level you choose) or am I missing something?
