The idea I had was to do the USE_REINPLACE things as a small number of
commits sweeping the entire tree, rather than N commits.  I would think
the commits are OK if you are already committing a PR anyway.  I would
also like to see as many of the 'update'-style PRs committed before we
do that sweep, because after that the patches in many of those PRs are
probably going to become stale.
