I looked into this a while back, and hylafax seems to be the package in
widespread use.

I also came to the conclusion that this was a good job to outsource because
long distance email is so much cheaper than toll costs, and we are not in a
position to set up a network of fax servers around the country, whereas
companies specialising in this have fax servers around the major centers.
