The checks in there are stronger than I'd like, but it should reduce the version spamming, eg: copying an older (with changes) file over a new one rather than merging it properly. It will also mean that we'll be forced to add $FreeBSD$ before we can commit (doesn't apply to imports, don't panic), so we shouldn't ever have cases of files with missing version tags.
