I would like to thank the people who responded to my first e-mail, it has 
allowed me to narrow my problem.

I now realize that my PROBLEM is that the OS is NOT DETECTING that I have a 
USR 56K EXTERNAL MODEM hooked up to my serial port 2. Thus, when I do a 
dmesg, my sio1 doesn't detect the modem.
***How do I get the OS to detect the modem on the serial port?***

I have come across files such as etc/modems, etc/serial.rc and others that 
seem related, but none of its clear, I know something needs to be edited, 
just not which file, or even where to look on the freebsd website for the 
answer.

Please note this is NOT a PPP issue and the answer is not in any ppp 
tutorial. Using ppp assumes that your modem is being correctly detected 
already.
