Sure, BOTH 4.7-disc1.iso and 4.7-mini.iso (which are located under the ftp directory
/pub/FreeBSD/ISO-IMAGES-i386/4.7/ at your nearest FreeBSD ftp mirror)
ARE BOOTABLE and contain all you need to install FreeBSD.

You must not download them both, since disc1 contains everything from
the mini image. The difference is that mini allows you to only to install
complete FreeBSD, but disc1 also contains a reasonable collection of
third-party software (shells, archievers, net, systools, etc.). I recommend you
to download the disc1 image, since you will have immediate access
to a nice software collection on the CD.

Discs 2,3,4 are only a software collections, you can download them, if
you want or if the Internet bandwith is cheap for you. As for myself,
I'm happy with disc1. :)
