FreeBSD-STABLE, supped after 2.1.5-RELEASE.
120MHz Pentium , 64MB Ram, 2*2940 SCSI controlers, S3 video card,
SMC Etherpower 10Mb/s ethernet. Disks are moderatly busy with
a news feed.

Twice the machine has hung, so that existing processes contiune
but no more seem to start. I couldn't determine if it was forking or 
execing that wasn't working.

>How-To-Repeat:

Happened once just as I began to run SATAN on the machine, once
just after someone ran "gimp" a graphics package. May or may not
be related.
