Have you tried mod_accounting (www/mod_accounting)? It will log 
throughput straight into a mysql or pgsql database (i'm not sure how 
well this would scale, though), and seems to work perfectly with apache 
1.3 on FreeBSD 5.3 with MySQL 4.0 for me.
