There does however seem to have been a repocopy of print/teTeX to print/teTeX-base made on June 2. Repocopies do not show up in commitlogs or on mailinglists (unless somebody manually sends out a mail about it which is rarely the case.) In other words - the reason you can't find a cvs commit entry about teTeX-base is that there was no cvs commit made to it.
