Michael, I understood that you could apply before you multi-home but after the arrangements have been made. That is, you have signed a deal with a second provider and have the equipment on order and have defined your routing policies, but before you actually plug the equipment in. Then again, I think it was me who started this thread so I am not really the person to rely upon for this advice.
