I beg your indulgence, but I find this list to be the most knowledgeable
about ssh/openssh.

My ssh clients and servers work as expected when connecting between my
FreeBSD boxes (4.3 Release).

When I try to connect to my Win2K box running the cygwin distribution, I
always get the error: Access Denied

I am running in password mode. The /etc/passwd file exists and has the
correct password.

I am starting the server by hand so there are no service/inetd issues.

The same error occurs if I run the OpenSSH portable code, compiled under
cygwin.
