I am closing this because tcberner and jbeich both explained in December 2020
that this is a known ports framework limitation (tracked in bug #202701). Ports
cannot force their dependencies to be built with specific options. The issue is
caused by setting OPTIONS_UNSET+=X11 globally, which causes libepoxy to be
built without GLX support even when gtk30 needs it. This requires a
framework-level fix, not individual port changes.
