Hey translators,
Could you please merge the following change, at least the makefile
part soon? That will allow me to remove the PR scripts and I have one
less thing to worry about getting running on the new FreeBSD.org
webserver.

Log:
Retire the PR stats since they have been broken for at least 1.5 years
and nobody has fixed them.
The actual PR stat scripts will be removed later (to give translators a
chance to catch up with this change).
