It just works for me. I open the Keyboard capplet, add the UK layout, double-click it, open a gnome-terminal, and Shift+3 gives me £ instead of #. Ports that affect layout are libxklaiver, gnome-control-center, and of course the X ports. Note: my machine is still using X.Org 6.9.
