Not directly; when you run startx it will run an X server on the freebsd box and that will only display stuff on a directly connected monitor.. What you need to do is run an X server on the windows machine, then set the DISPLAY environment variable on the freebsd box to something like "windowsbox:0.0" (or tunnel it through ssh). The only x server for windows I know of is eXcursion, but there may be others.
