Please welcome Herve Quiroz (hq) to the port committers' ranks.
Herve has submitted many high quality PRs and is being appropriately
punished for these misdeeds. He will initially be focusing on the
Java based ports and infrastructure (bsd.java.mk) and any other
ports he maintains.
