The official release materials are not supposed to bundle or distribute unsupported/ experimental software generally. One must remember that 14.3 pkgbase was experimental and was never set up to meet all the FreeBSD release criteria for officially supported installations. It does not form a good base for such comparisons. 15.0 is the first release attempting more like the official status for pkgbase. And for 15.0 it is only a Technology Preview --which 14.3 pkgbase was not. 15.0-STABLE is not an official release either and can have unsupported/experimental software (pkgbase in use or not). kernel-generic-mmccam: similar status for that kernel. At least some of your "orphaned: base" list appears to simply be base packages that no long exist because the files were moved to other base packages for 15.0 or the packages were renamed. 14.3 does not have several base packages that 15.0 has because of the reorganization.
