Apparently, after disabling ASLR for the Apache binary everything is fine with SIGUSR1, but t= he real problem is when the log is rotated. With ASRL disabled for the binary, Apache sometimes dies, and sometimes survives log rotation. It doesn't make much difference, since the surviving process is not functional.
