At which stage, it is too late to bump the old version because you have
now upgraded to the new one.  You also forget another, more common case,
of having people deinstall the port and not upgrade.  They will have
files left behind.  While being a nuisanse for user to have to reinstall
the port/package, it does warrant a bump as it will affect more users
than you'd expect by not doing so.
