The first kse_create() "converts" teh current thread/KSE
to be upcall "capable" but it just returns..

all the other calls to kse_create() will also 'just return', however
the new KSE/thread will upcall.

in the case of the first call, there is no "other" thread.
(unless the NEW_KSEGRP flag is set).
