As I noted, I think this is really just a placeholder for the need to document
the workflow for switching to updates from source if you install using package
and that the bootstrap of etcupdate is one of the things that documentation
would need to address.  I don't think we want to include the etcupdate database
in a package installed by pkg(8).  We may choose to make the tarball for
etcupdate extract to use in parallel with the release artifacts perhaps.
