I think it's more likely to mean that another host on the network is using the address that DHCP assigned to the machine in question. [dhclient tries to ping the address before starting to use it, and will refuse to use it if a response comes back] I tend to think that such a problem will have to be solved by the service provider, although some DHCP servers will give you a different address if you provide a different client identifier.
