Speaking for the recipients of the Norwegian shipment you got the
invoice for: 

The CDs got through to us, but the invoice stated both a media and
an intellectual value that ended us costing us around $100 in taxes
(for 88 sets). Even though the invoice says that the shipment have 
no commercial value, I think it was a mistake to place a bait like 
this for the customs people.. just a nominal media value should be 
enough. 

Even though we don't manage to persuade the customs people to drop
this, I think it was money well spent..
