libclc looks pretty small small so having it in the main build seems like it
would be ok, but at a glance it looks like the SPIR-V backend (at least the
mesa one) needs to stay outside devel/llvm* because otherwise we have a
circular dependency.  It's not clear to me if including any of the rest makes
sense.  I guess it would centralize the headers and allow minimal additional
ports.
