Your changing permissions on the wrong ``passwd'', the person above
was refering to the command in /usr/bin, not the data file in /etc:
chown root:bin /usr/bin/passwd
chmod 4555 /usr/bin/passwd
chown root:wheel /etc/passwd
chmod 644 /etc/passwd
chown root:wheel /etc/master.passwd
chmod 600 /etc/master.passwd
