Your problem is easy.  The pcic tunables should be documented in the
pcic(4) manual page. :-)

maxuser and friends should probably be documented in tuning(7), but only
because they happen to apply directly to performance tuning. tuning(7)
should not become a lost sysctl dumping ground.
