LOL...just to interject...bandwidth usage tends to be highly
incidental...you get 10mb/s
usage for short periods and holes of very low usage...with hundreds of
simultaneous
connections (as is the case with ISP networks) you simply cant tune a
limiter so
finely....the definition of available bandwidth changes from instant to
instant.
