I use it with a local modem to provide proxy and cacheing support for my company. I am not aware of it's ability to block certian sites. You might look at a perl cache program called ichthus. One thing is to make sure that you shut down the cache cleanly.. if it is aborted, I believe it looses its tables and will cleanout the cache.
