I don't think that we ever did that, consciously.
Installing loader in installworld is / was a brain damage.

Anyway, my main point is that whenever we made significant changes to
loader->kernel "interface" we always tried to maintain backward compatibility.
And one of the reasons was that installworld != installkernel.
