Actually it is when the 'ti'/'te' termcap entries are *provided* that one lies about xterm's capabilities. The presence of the 'ti'/'te' termcap capabilities implies that programs must use them when entering/leaving full-screen mode. (Some terminal types need to be in some special mode to allow you to move around the cursor to arbitrary positions.)
