 Can't you do this with an unmodified ftpd with the "user" field of
 /etc/ftphosts?  The ftpd man page says:
 
            user      Contains a user record in the system password file.  ...
                      The anonymous ftp area ... is determined by the home
 		     directory defined for the account.  ...
