>Description:
system hangs on boot at the line chip0 <(intel power
management controller) port 0x7000 0x700F at device 7.3 on pci0. I believe
the problem is the next device which should be a Bustek BT958.

The kernel was built using make buildkernel and is not customized.

Here is dmesg info from a 4.8 system that does boot
chip0: <Intel 82371AB Power management controller> port 0x7000-0x700f at
device 7.3 on pci0
bt0: <Buslogic Multi-Master SCSI Host Adapter> port 0x1090-0x1093 mem
0xf4004000-0xf4004fff irq 9 at device 13.0 on pci0
bt0: BT-958 FW Rev. 5.06I Ultra Wide SCSI Host Adapter, SCSI ID 7, 192 CCBs
