I've backed this change out locally with the latest sources, and don't see any difference. FWIW, this change damaged the comment, and didn't actually made it TRUE for the -j case. For the -j case to work, you'll have to provide the relevant __L dependencies or, better yet, split _startup_libs into two classes with lib/csu/... in the first class.
