I suspect that this is a more generic question than multimedia , but
it seems to me that if you have port XYZZY and port XYZZY-devel, then
installing XYZZY-devel should "consume" the services, etc. that port XYZZY
provided.  And uninstalling the devel port should either remove all 
traces of the port
or return it to the non-devel version...

I think what that means that if someone would volunteer, the ports for
speex & speex-devel should be cranked.  eg. speex updated to 1.1.x
and speex-devel updated to 1.2.x.  (Don't look at me, my hands are
currently full with RL...)
