resolve inside destdir

this problem affects staging an entry point script while same helper is already
installed in host for all concurrent allflavors python ports

ports already successfully built and packaged using 1.0.0 do not need to be
bumped but this should itself get a bump

this should be reported upstream but i dont know what may need to be done with
file.anchor in the windows case nor has this been tested at all in the
non-destdir case. this fix serves our own purposes put may need to be refined
first in order to allow `python -m installer` to potentially manually install a
wheel directly onto a host system
