That's weird. It works here (on the package building machine, which uses a chroot area populated by the *dists). Anyway, this "error" is obviously not the real problem, it merely indicates that nsgmls is not installed when it should have been. The real failure is in the nsgmls build or install (and an additional problem is that the Makefile doesn't notice it right away, but that's another issue).
