Sounds like you've probably got a US keymap (you know, the one with
the keys in the wrong place ;)) installed. Add
keymap="uk.cp850"
to /etc/rc.conf. If you want to swap the Left-Ctrl and CapsLock keys
then swap the entries for 029 and 058 in
/usr/share/syscons/keymaps/uk.cp850.kbd
