How about losing the USA_RESIDENT checks? You have to manually fetch this port in any case and the latest download pages on Netscape's web site allow just about anybody (except those 8 or so countries) to download the 128 bit version, although they still call it .us in the name. Also from what I read on the Fortify site, they might stop making new versions of Fortify because the 128 bit version is now available to "everyone".
