Could you test something with txcsum enabled?
(This is just based on reading the man page of bge)

Can you set
sysctl dev.bge.1.forced_udpcsum=1
and then run
ifconfig bge1 down
ifconfig bge1 up
and retry
drill i.ua @193.34.20.4
from within the jail?
Can you also using TCP from within the jail to some external host? Like ssh'ing
from the jail to 193.34.20.4?

Please keep net.inet.udp.checksum to the default value of 1.
